Stormwater Finance and Management
June 20–21, 2007, UNC - Chapel Hill, School of Government

The goal of the course was to provide local government managers, finance directors, planners, and public works officials with an in-depth introduction to planning and funding stormwater programs and utilities. This event is a part of EFC's Water Management Leadership Program.

Topics included:

  • Organizational models for providing stormwater services; advantages and features of different institutional approaches
  • Basics on how to establish and fund a stormwater utility
  • How to determine rates and fees; how to set levels of service and costs
  • Case studies of successful stormwater utilities throughout the state
  • Capital financing options and tools; integrating stormwater programs into budgets and other financial plans
  • Establishing and funding programs that meet EPA Phase II stormwater regulations
