Stormwater Finance and Management
(June 20-21, 2007, School of Government, Chapel Hill, NC)

The goal of the course was to provide local government managers, finance directors, planners, and public works officials with an in-depth introduction to planning and funding stormwater programs and utilities. This event is a part of EFC's Water Management Leadership Program.

Topics included:

Organizational models for providing stormwater services; advantages and features of different institutional approaches
Basics on how to establish and fund a stormwater utility
How to determine rates and fees; how to set levels of service and costs
Case studies of successful stormwater utilities throughout the state
Capital financing options and tools; integrating stormwater programs into budgets and other financial plans
Establishing and funding programs that meet EPA Phase II stormwater regulations
