Federal Phase II stormwater rules require local governments to develop and implement programs to protect water from pollutants carried by stormwater. From our research and analysis, the EFC has created tools and trainings to assist local governments meet and exceed rule requirements.

Tools

Stormwater model ordinance
The UNC School of Government's Environmental Finance Center, in cooperation with the League of Municipalities and the Association of County Commissioners, developed a model local ordinance for the Phase II stormwater regulations as implemented in North Carolina.

Stormwater Survey Results and Report (pdf)

In conjunction with Sarah Bruce at the Triangle J Council of Governments, the EFC conducted a survey of 164 jurisdictions across North Carolina that are managing stormwater using structural BMPs is used to identify the top trends. What are local governments doing well? What needs improvement? The survey looks at whether the jurisdictions are following the regulations; whether stormwater maintenance and enforcement are being handled in-house or by outside parties; how jurisdictions are paying for their stormwater programs; how they are tracking where BMPs are located; whether BMPs are inspected regularly and what happens when problems are discovered; and what program characteristics influence the success of stormwater operations.
