In June 1999, the Governmental Accounting Standards Board (GASB) issued Statement 34. This statement, known as GASB 34, will apply to all basic financial statements for state and local governments, and will undoubtedly have the single largest impact ever on the accounting procedures adopted by state and local governments. The statement becomes effective for the state of North Carolina, and many other states, for the fiscal year ending June 30, 2002.
In February 2002, the UNC EFC co-sponsored a workshop on GASB 34 with the NC American Water Works/Water Environment Association organization. The workshop focused on integrating GASB 34 requirements with existing water and wastewater infrastructure asset management and reporting techniques. Approximately 50 representatives attended the workshop from local governments, utilities, consulting firms, and state oversight bodies.

TheUNC EFC also prepared a resource guide on GASB
34 compliance to accompany the seminar materials. The objective of
this guide is to provide a quick reference to the resources, especially
Internet resources, available on GASB 34. The material provides links
to various discussions, articles, PowerPoint presentations, documented
case studies, books and other guides. This guide is intended to assist
municipal officials with the implementation of GASB 34.
