The goal of this workshop was to provide utility practitioners with new skills and up-to-date information on capital finance planning strategies and funding resources. The Program included presentations by state agencies, UNC School of Government faculty, bankers, public funding organizations, consultants, and local utilities.
Specific topics included:
• Update on public funding programs
• Cash flow planning
• New trends and developments in capital finance
• Developer agreements and capital contributions
• Case studies of successful capital financial planning
• Private finance options and trends
• Techniques for including capital costs in rates and fees
• Use of capital reserve funds
• Methods for successfully presenting information to funders, the public, and elected officials
